Supplemental witness reports attached following Caleb Harker’s disappearance from Casey’s Arcade inside Everett Mall.

Statements include accounts from Casey’s Arcade employee Merced Solis, mall security officer Robert Remus, and janitorial staff member Frederick “Fred” Ottman.

Reports note an obstructed line of sight inside the arcade, recent changes to the arcade floor layout, the presence of older machines moved onto the floor that morning, and irregular activity observed near the west service corridor prior to the incident.

Milk cartons displaying Caleb Harker were circulated throughout regional distribution networks following disappearance.

The dairy distributor associated with the cartons reported no knowledge of the advertisement and was unable to produce records indicating authorization, design approval, or printing instructions for the campaign.

A review of company archives identified no invoices, contracts, or production documentation related to the placement of the image or accompanying text.

The source of the notices remains unknown.

Frame reconstructed from damaged source media.

This image was withheld from public release for thirty-six years due to unresolved anomalies involving the source recording.

Analysis confirmed the frame originated from Camera 07; however, investigators were unable to determine when, or under what circumstances, the image was recorded.

Further review produced no satisfactory explanation.

Item 15 – Child’s Drawing

Collected from Caleb Harker’s bedroom on June 27, 1989, during a follow-up interview at the Harker residence.

Caleb’s parents advised investigators that, in the weeks preceding his disappearance, Caleb repeatedly complained that someone was watching him through his bedroom window. A neighborhood canvass produced no corroborating witnesses or evidence of trespassing.

Resident: Roderick Toombs

Following the disappearance of Caleb Harker, investigators established probable cause to believe that the residence of missing maintenance employee Roderick Toombs could contain evidence relevant to the investigation.

Probable cause was established during the morning of July 21, 1989. A warrant authorizing entry into the residence and seizure of relevant evidence was issued by the Snohomish County Superior Court and signed by Judge Anderson at approximately 9:34 A.M.

The warrant was executed later that morning. Officers arrived at the residence at approximately 10:18 A.M. and gained access through an unsecured rear door after receiving no response.

The residence appeared to have been abandoned without warning. The refrigerator remained open, food and coffee had been left on the kitchen table, and a television was still operating in the living room.

Looping marks were documented throughout the interior. Their frequency and concentration increased beyond the kitchen, continued through the living room, and became progressively denser in the hallway leading toward the rear bedroom.

No occupant was located inside the residence.
